The Certificate of Execution of Works (CEL) is a document issued by the Contracting Authority that certifies the regular and positive execution of works entrusted to a company. This certificate is necessary for companies that intend to participate in public tenders, as it is a requirement for obtaining the SOA certification (document attesting to the technical and financial capacity of a company to carry out public procurement).


How do I get CEL?
The company must submit a formal request to the Contracting Authority. The CEL is issued only for works completed in the five years prior to the signing of the contract with the SOA.


CEL issuance procedure
After receiving the request, the Contracting Authority has 30 days to issue the CEL. Once issued, the certificate is entered in the computer record. If the company does not receive a response within 30 days, it can submit the documentation of the request to the SOA. If the CEL is not present in the register, the SOA will notify the Contracting Authority and the AVCP of the anomaly for any sanctions.


Work carried out abroad: CELMAE
For works carried out abroad by Italian companies, a specific certificate of execution of works, the CELMAE, issued by the Italian diplomatic missions in the country of execution, is required. This certificate must be in English or accompanied by a certified translation.
